Human Rights International Project

    The Human Rights International Project was established to work for human rights and against impunity in Chile and Latin America. Central to its work is the process of gathering, archiving and making available all information concerning human rights violations during the military dictatorship in Chile; to support the prosecution of human right violators; to develop, by means of national and international projects, awareness about human rights, and to work for the rescue of the historical memory and the remembrance of the victims.

Historical Perspective: The military, lead by General Augusto Pinochet, overthrew the democratically elected government of Chile in 1973 and imposed a military dictatorship, which lasted until 1990. Thousands of people were killed and  “disappeared”; hundreds of thousands more were persecuted and tortured for opposing his brutal regime. The power of Pinochet’s security forces, through Operation Condor, in coordination with other military regimes in the region expanded their rule of terror across continents. Pinochet stepped down from power in 1990 but not before appointing himself Senator for Life, a position that retains not only power but also immunity from prosecution. Today, after more than 25 years there are still more than one thousand people disappeared in Chile, and hundreds of thousands across Latin America.

Institutionalised impunity has been established in many South American countries after civilian governments have taken over, including Chile. If this process is not reversed the “culture of impunity” will be perpetuated across the continent, compromising fundamental human rights and undermining democracy.

The detention of General Pinochet in London has become a milestone in the struggle for human rights and justice. The central issue was always whether one person, irrespective of his politics or position of power, is to be made answerable for his crimes. Although the British Government gave way to pressures and allowed the ex-Dictator to return to Chile, his arrest sent a clear signal to the world that a new era of human rights enforcement is within reach. There is however much still to be done if we are to bring to justice all those involved in human right violation in Chile, Latin America and around the world.  With this purpose in mind and to ensure that these crimes can never be committed again, individuals who have been actively involved in human rights work, have come together to work for human rights and to put an end to impunity

Our main programmes are:

·     Action for Human Rights

Ø   The implementation of local actions and the establishment of a transcontinental network of communication to campaign against Human Rights abuses in Chile and Latin America.

·       Memoria Viva (in Spanish)

Ø     A Resource Centre that documents human rights violations during the Chilean military dictatorship with a particular focus on disappeared and executed political prisoners.

Ø  A website that collate and make globally available information on human rights violations and human rights abusers with the aim of bringing the latter to justice, either in Chile or the international courts.

Ø   Topical and thematic publications, workshops and Internet web pages and discussion groups on human rights.

·        Humans Rights Bulletin - Chile (in Spanish)

Ø   Provide up-to-date information on Human Rights issues in Chile by means of a free electronic newsletter produced fortnightly.

·       Initiative 503 (in Spanish)

Ø    To document the 503 days that Pinochet spent under arrest in London and the lessons learned from this, by means of essays, analysis and personal  accounts.

·        Eco-Memory

Ø    The creation of a “living memorial”, in the form of a forest of native trees, in remembrance of all the victims of the Chilean dictatorship.

PROYECTO INTERNACIONAL DE DERECHOS HUMANOS

    El Proyecto Internacional de Derechos Humanos fue creado para trabajar por los derechos humanos y luchar contra la impunidad en Chile, America Latina y el resto del mundo.

Parte central de este proyecto es la recopilacion, el archivo, y la difusion de toda informacion disponible de los abusos a los derechos humanos durante la dictadura militar en Chile. Apoyar la tarea de enjuiciamiento de todos los responsables de violaciones a los derechos humanos. Desarrollar e inculcar una conciencia colectiva de los derechos humanos a traves de proyectos nacionales e internacionales. Impulsar el rescate de la memoria histrica y el respeto que se le debe a las victimas.

Perspectiva Historica: En 1973 los militares encabezados por el General Augusto Pinochet, derrocaron al gobierno democraticamente elegido de Chile, imponiendo una dictadura militar que duro hasta 1990. Miles de personas fueron asesinadas y desaparecidas; cientos de miles fueron perseguidos y torturados por oponerse a este regimen brutal. El poder de las fuerzas de seguridad de Pinochet  tambien se expreso en la Operacion Condor, que establecio la   coordinacion con otros regimenes militares y ejercio   la ley del terror a traves del continente. En 1990 Pinochet entrega el poder pero sin antes asegurarse el puesto de Senador Vitalicio, posicion que le garantiza impunidad.

Hoy en da, mas de 28 años despues, todavia hay mas de mil personas desaparecidas en Chile, y cientos de miles en America Latina.

Una cultura de impunidad institucionalizada ha sido establecida en muchos paises de America Latina, especialmente despues de las transiciones de dictaduras militares a gobiernos  civiles, incluyendo Chile. Si este proceso no es revertido, la cultura de la impunidad ser perpetuada a lo largo del continente, comprometiendo los derechos humanos fundamentales y menoscabando el desarrollo de la democracia.

El arresto de Pinochet en Londres constituyo  un hito importante en la lucha por los derechos humanos y la justicia. El punto central es que toda persona debe responder por sus crimenes, independientemente de su posicion de poder. Aunque el Gobierno Britanico cedio a las presiones, permitiendo al dictador retornar a Chile, el arresto envio una clara senal al mundo que la implementacion de la justicia a nivel internacional, estaba a nuestro alcance. Sin embargo, aun queda mucho por hacer si queremos llevar a la justicia a todos aquellos responsables de violaciones a los derechos humanos en Chile, America Latina y el mundo.

Con este proposito y para evitar  que estos crimenes se vuelvan a cometer, un grupo de personas que han estado activamente comprometidos con  el trabajo con los derechos humanos, se han unido en la creacion de este Proyecto.

        Accion por los Derechos Humanos

   La implementacion de acciones locales y el establecimiento de una red transcontinental de comunicaciones para hacer campana en contra de los abusos de los derechos humanos en Chile y America Latina.

        Memoria Viva (www.memoriaviva.com)

   Centro de informacion que documente las violaciones a los derechos humanos durante la dictadura militar en Chile, con un enfoque en particular hacia los desaparecidos y los ejecutados politicos.

   La creacion y mantencion de un sitio Internet, que recopila y da acceso global a toda la informacion disponible sobre las violaciones de los derechos humanos y los responsables, con el objetivo de que sean  llevados a  la justicia ya sea en Chile o en las Cortes  Internacionales.

     Publicaciones tematicas y de relevancia actual, talleres y grupos de discusion sobre derechos humanos.

        Boletin de Derechos Humanos- Chile

   La publicacion electrnica gratuita, con el objetivo de proveer informacion actual y periodica sobre derechos humanos, que se distribuye a traves del  correo electrnico, en forma quincenal.

        Iniciativa 503

    Documentacin y anlisis de los 503 das de arresto de Pinochet en Londres. Publicaciones, ensayos, analisis,  testimonios personales, trabajos audiovisuales.

        Eco-Memoria

Creacion de una "memoria viva", en la forma de un bosque de arboles nativos, en homenaje a todas las victimas de la dictadura militar.
